Ambassador Curtin Winsor, Jr. (ret)

Ambassador Curtin Winsor, Jr. (ret) entered the U.S. Career Foreign Service by competitive examination in 1967.  He became foreign policy advisor to Senator Bob Dole, Chairman of the Republican National Committee in 1971.  He served as Washington Representative of the Chase Manhattan Bank from 1973 to 1979.  President Reagan named Dr. Winsor as U.S. Ambassador to Costa Rica from 1983 to 1985.  Ambassador Winsor has served as an election observer to national elections in Guatemala (1990), Mexico (1994), Russia (2000), Nicaragua (2001) and Kyrgyzstan (2005).  Ambassador Winsor built and has owned the American Chemical Services Co. of Marmet, WV since 1980.  He serves on a number of boards, including: The DynaMotive Energy Co. of Vancouver, Canada; The William H. Donner Foundation of New York, NY; The Donner Canadian Foundation of Toronto, Canada; The Media Research Council of Alexandria, VA; The Atlas Foundation for Economic Research of Arlington, VA; and The Hudson Institute of Washington, DC.  He received his B.A. from Brown University in 1961, and his Ph.D. degree from the School of International Service at American University in 1971.
